Council of Europe Participates in 3rd World Congress Against the Death Penalty

Over the weekend, representatives from the Council of Europe participated in the 3rd World Congress against the death penalty. Notable participants included Secretary General Terry Davis, Parliamentary Assembly President René van der Linden, and Human Rights Commissioner Thomas Hammarberg.
